TV recorder to laptop?

I am looking for something that is not too much money and that can record my TV/ Video Games and then save it and transfer it onto my laptop to start making videos, an example would be like what rooster teeth does with red vs. blue, and if you also knkw of a software that does special effects in videos that would help, thanks!
