Toshiba Satellite L655D Error, please help.?

Ever since about 2 months ago I've had this error start to occur with my Toshiba Satellite L655D that I got for Christmas 2010. The Internet Voice Recorder that use to be able to work like is not even detected anymore. I think this started happening one day when I turned on fast boot in the BIOS because my laptop wasn't starting up properly. I wish I could get back into the BIOS but with fast boot on I can't get in using F2 or F8. Someone please help me out here whether its helping with getting into BIOS, fixing my voice recorder, or both, thank you! -Dylan
