What Movie Title Is This?

I cant remember the movie title and I know a little bit of it,Father and daughter was in the mall and somebody kidnapped her and told him if he wants his daughter back he has to kill the governor or mayor.The bad lady was trying to shoot the mans daughter in the van and the daughter was hiding under the seat and a black homeless man with a prosthetic leg helped the girl out by hitting the lady that was trying to hill her with his prosthetic leg lol,and the father gets his daughter at the end of the movie,thats all I remember of it so could you please help me figure out the movie title thanks!!!
